在偏僻的望鱼村，出现一位小偷，引发 villagers 和 village chief, Wu Bige, an unusual shock. Distraught by his inability to lead the villagers out of poverty, Wu Bige decides to find a path to prosperity for the village. Drawing inspiration from other villages that had attracted overseas investment, he rallies the villagers to dig into their Taiwanese connections. To his dismay, the villagers have never before sent anyone abroad.
In a desperate moment, Wu Bige's wife, Water, produces an old and crumpled newspaper article. The headline "Epochal Ballad of the Scaffolding Age - About the Chairman of Global Construction Company Wang Jindong" captures his attention, and the dashing photo of Wang Jindong in a suit and hard hat leaves him speechless. He recalls an event 15 years ago, when young orphan Wang Jindong fell in love with Water. The local army captain, Wu Bige, discovered their secret romance and detained them both. That night, Wang Jindong escaped. Heartbroken, Water was forced to marry a crippled man, living out her days in misery. Incredibly, 15 years later, Wang Jindong had become a multi-millionaire.
Moved by the village's plight, the village committee decides that Wu Bige must persuade Wang Jindong to return as their benefactor. He secretly takes some savings from his wife's mattress and sets out with Water, who has escaped her abusive husband.
After overcoming numerous hardships, they finally locate Wang Jindong in a luxurious office. Moved by Water's appearance, Wang Jindong arranges a feast at a hotel for Wu Bige and Water, serving them exquisite dishes that Wu Bige can barely taste due to his memories of his impoverished comrades.
Upon their return to the village, Water is once again beaten by her husband, while Wu Bige celebrates Wang Jindong's agreement to visit the village and inspect its resources. Wang Jindong discovers high-quality building materials on Wish Mountain and establishes a company called "Wish Stone Materials Company" in the village, providing jobs for most of the villagers, but not Wu Bige.
Village chief Wu Bige grows more and more gaunt, sitting by a weathered stone monument and smoking, listening to the sounds of the villagers repairing the road in the distance. He laughs. Wang Jindong finally brings people back to the village for an inspection, discovering the high-quality red sandstone on Wish Mountain. The company he establishes provides employment for most villagers, except for Wu Bige.
