1992年，在日本天空中 sudden appearances, three figures claiming to be officials from the 23rd century Earth Federal Government emerge from a UFO. They demand immediate negotiations with Japan's leadership, urging swift eradication of Godzilla to prevent repeating the fate of a doomed future nation.
Intrigued by mysterious events, detective Tsukemoto Kenji (portrayed by Fumiyo Kohinata) had written about Godzilla in a book titled "Godzilla's Birth". This work revealed the terrifying secret behind this beast's origin. Armed with this knowledge, Tsukemoto, a veteran Godzilla expert Tsugami Yutaka (portrayed by Sosaku Sada), and member of the National Super Science Research Center Mitsuhima Misaki (portrayed by Himeji Miyo) embark on a mission to travel back in time to 1944's Isla de Los Monstruos, using a time machine. Their aim: to relocate Godzilla to another location.
Tsukemoto's team successfully transported Godzilla, but the 20th century instead witnesses the emergence of another terrifying creature, the Three-Headed Gold Dragon King. As strange occurrences multiply, a sinister threat looms ominously...
