2023, Tokyo. Prime Minister Narumi (played by Hiroshi Tamaki) boldly reveals the advancement of "COMS" at a global environmental summit. Following this, Chief Cabinet Secretary Kobayashi Morita (portrayed by Ken Watanabe) also announces that Japan will strive for a "Future Japan", gathering exceptional young government officials from each prefecture to form the "Japan Future Progress Meeting". Environmental Minister Tenhazu Akira (played by Tadanobu Asano) and Economic Minister Nagumo Hajime (portrayed by Ryota Sakakibara) are among the chosen few. One day, an article penned by journalist Tada Yoshinari (portrayed by Kōji Yakusho) about a possible sinking of the Eastern Sea surfaces online, causing unrest amongst certain groups. To quell the situation, Tenhazu meets with Tada, but their conversation falls on deaf ears as Tada prophesies the impending sinking of an island in the Izu Sea. With a sense of unease, Tenhazu and Nagumo join Tada for a diving expedition, where they encounter a shocking event.
