After the liberation, Wang Ba Cheng became the head of the transportation bureau, leading workers to build roads along the river and set up toll booths. However, navigation on the treacherous waters remained dangerous. In 1957, trouble brewed again as undercover enemies seized control of resources for the Nine Dragon Stream's transport. The chaotic situation was resolved when new traffic bureau party secretary Zhang Zhi Jiang returned to the Nine Dragon Stream to assist Wang Ba Cheng in restoring order. Together, they established regulations and procedures, improving dock areas and shipping routes, and eliminating speculators. Zhang Zhi Jiang proposed a comprehensive solution to address the dangerous conditions of the riverbed—blasting rocks to deepen the channel and improve navigation. After thorough research, he overcame Wang Ba Cheng's concerns, gaining support from the people and workers. They braved personal danger, diving into the water for inspection. However, hidden counter-revolutionaries—navigational station manager Wei Sheng—plotted to sabotage the project by blowing up a dam and causing an accident. When their plans were overheard by boatman Hu Zi, they ordered him killed, but he was saved by the People's Liberation Army. The truth came out, and Wei Sheng received appropriate punishment. Meanwhile, Hu Zi returned to join the team blasting the riverbed for safer navigation. The treacherous waters of the Nine Dragon Stream were transformed into a socialist waterway, providing a crucial transportation link between cities.
