在解放前的东海岸小港镇， fisherman Li Ba Si (played by Yu Wen Qiang) is overwhelmed by the bullying and plundering of Chen Zhu Jia (portrayed by Li Lin). Together with Liu Da Bo (Wang Bang You), they organize a rebellion among the fishermen. Tragically, they are brutally murdered by pirates. The young Hai Xia (playth by Cai Ming) longs for the arrival of the Liberation Army to avenge the poor. The village is finally liberated, and under the guidance of Team Leader Fang (portrayed by Zhao Lian), Hai Xia gradually matures into a commander of female militia.
After fleeing to Taiwan during the war, Chen Zhu Jia returns with pirate Black Wind (played by Yu Shao Kang) and reunites with his old partner Yi Er Gou (Chen Zhi Jian). They orchestrate a series of destructive activities on the island, aiming to coordinate with Chen in Taiwan for a counterattack. However, they are thwarted by the support of the leadership and the masses, led by Hai Xia and her female militia, they unmask the hidden enemy, intercept the enemy's intelligence planning an invasion from the sea, and the entire island prepares for battle, waiting for their enemy...
